This device leans into evaporative cooling technology which can lower the perceived temperature by adding moisture and moving lots of air rather than true refrigeration-based air conditioning. 

In dry climates this can feel remarkably effective; in higher humidity areas, performance may be more like a powerful fan with cooling enhancement.
